Query

I was reading this op-ed about stuff and stuff, but one line made me curious about something:

Fermin Reygadas addresses rural people's need for clean drinking water in Mexico by working on the design and dissemination of the UV Tube, a technology that uses ultraviolet light to disinfect water.

If you grabbed Random Guy Onthestreet, and asked him what he thought of "using ultraviolet light to disinfect water" versus "irradiating water with ultraviolet rays to sterilize it," how different of answers do you think you'd get? I wish I had tons of money laying around to study something like this.
