Question

You live in a state that respects the right to get high. But those damn feds keep coming and screwing things up. What do you do?
About 75 backers of the Berkeley club rallied at Tuesday's Berkeley City Council meeting, asking that the council declare Berkeley a sanctuary for medical marijuana dispensaries. The council agreed to hold a hearing on the issue.
That's... that's... tears cannot express my elation at the great impact such a declaration will have.

You're right that it wouldn't address the larger issue, but often times declarations like this translate into tangible results like not cooperating with Federal agents in shutting down these places.
 
Already done here in Berkeley, so no tangible result there.
 
I sincerely doubt that the city of Berkeley's resolution will affect either the feds or the local agency in this case, which was the LAPD.

Of course, given that Berkeley loves to regularly pass resolutions that affect absolutely nothing, this is par for the course. (e.g., the "foreign policy" that the city blows so much money on, while not fixing the sewers)
