Er... That's not a tax rate. That's a mandatory membership fee. A tax rate would imply we're talking about a government or some such.

Holy crap!!!

Wow. I didn't realize how much money ASUCk has. And still, it's not enough, apparently. Just like a real government, but less competent (as shocking and impossible as that sounds.)
