Money! MONEY!
If I were going to write a stereotypical local government bureaucrat, I'd probably have him say something like:
The mayor will be delighted. Imagine the transfer tax! There go our city budget problems for the year! But I wouldn't do that. And besides, I don't need to. Because that's what Calvin Fong said when he heard the news that Patrick Kennedy's Panoramic Interests is selling a bunch of its buildings. I feel kind of bad for Becky O'Malley, who will lose one of her favorite "evil rich people."
