They mean peers

Student court! So, Berkeley High has some court for good students' disciplinary actions or some such. Read the article if you care.
After considering the circumstances of Adriana's actions last week, the seven-student jury assigned her two student-court jury duties and referred her to general counseling.
So... rule-breakers get assigned to jury duty for other rule-breakers? When they say jury of peers, they mean it.

450 suspensions in ONE year! That would be approximately 15% of the student body at BHS. What further proof does one need that this school is now dominated by Berkeley's poor?

And judging from the photo, it looks as if phys-ed isn't high among the priorities at BHS these days...those kids all look kinda chubby.
 
450 suspensions doesn't mean there were 450 people suspended.
