What does Vishal Gupta think he should do for students?

The biggest one is probably expanding resources for students and student groups. Of the 10 departments in my office, the resource department is probably the biggest. By the end of the year I want to be able to say that we made ... specific contributions to the community.

So, he heavily opposed last years efforts to expand executive budgets and provide more funds for student groups, right? Or does he mean "give them more resources, but only if they have to go through us to get it, so we can take credit"?

I did not even know the office had 10 departments. I would like to know what they do.
